Study looks at workplace injuries and safety inspections | Cherry Hill ...

Workplace safety and preventing workplace accidents and injuries should be at the top of every business's priority list. But, sadly this is not always the case and some businesses think of profits over safety and possible work injuries.

However, a recent study found that not only do random inspections by the Occupational Safety and Health Administration lower the risk of a worker getting hurt while on the job, in cases where there are injuries, the workers' compensation costs associated with medical expenses and lost wages is actually lower.

According to the study, which compared 409 businesses that went through random OSHA inspection with 409 businesses that did not go through the inspection, there were 9.4 percent less worker injuries at those companies who went through the inspection. The data of the inspections, or lack thereof, was between 1996 and 2006.

Additionally, in cases where there were workplace injuries, the workers' compensation costs were 26 percent less when the company did go through an inspection.

Lastly, it was found that there were no negative economic consequences for companies that did go through an inspection. According to the study, those businesses that went through the inspection did not report higher job losses or a reduction in sales. The companies also did not go out of business any faster or slower than those companies that did not have an inspection.

When looking at this study, while it does not guarantee that all companies in New Jersey will start to take workplace safety more seriously, it does at least point to the fact that it will not economically hurt those that do.

After a compressed National Basketball season due to a labor lockout, the playoffs have been full of exciting basketball. Robert Siegel talks with sportswriter Stefan Fatsis about the NBA conference semifinal matchups.

There are no games scheduled tonight in the National Basketball Association playoffs, which is certainly a blessing for tired players, and it might be tired fans, too. The Miami Heat, the San Antonio Spurs and the Oklahoma City Thunder have all advanced to the two conference finals. The Boston Celtics and the Philadelphia 76ers meet tomorrow to determine the last NBA semifinalist. And sports writer Stefan Fatsis joins us now, as he does most Fridays. Hi, Stefan.

STEFAN FATSIS, BYLINE: Hey, Robert.

SIEGEL: The playoffs follow what was a condensed regular season that didn't begin until Christmas because of a labor lockout. I know this isn't a front-burner story anymore, but is it fair to say that playing on short turnaround so much probably led to some pretty big injuries that influenced the season?

FATSIS: You know, I'm not convinced that that's the case. I'm sure there are players that were banged up, and you're banged up no matter how long the NBA season or how compressed it is. But to sort of pin the long season for Derek Rose of the Chicago Bulls, for instance, his blown-out ACL in the first round of the playoffs, I don't think is fair.

What we're seeing now, though, is some pretty good basketball. I think a lot of people were worried that the season would require an asterisk, or as Bill Simmons of ESPN wrote, a footnote at least. But so far, there have been compelling storylines, mostly competitive and entertaining playoff series and at least three championship-worthy teams still standing. There are no flukes.

FATSIS: You know, I think the Heat are right where they should be, and we saw that in the last three games. And after the first three games of that series, people were writing Miami's obituary, quite gleefully given LeBron's past failures in the playoffs. Indiana was up two games to one. Chris Bosh of the Heat went down with an injury. Dwyane Wade had a terrible game. And then, oh my goodness, in the last three games of the series, Wade and James averaged 33 points apiece per game. They tore apart a tough Indiana team - acrobatic dunks, impossible passes. And not to give the other series short shrift, but it's hard to see how an aging and gimpy Celtics team or a spunky but undermatched 76ers teams can stop Miami from getting back to the finals.

SIEGEL: Of course, one view of these playoffs is that it hardly matters who wins in the East, the two Western Conference teams, San Antonio and Oklahoma City, really look great. Would either Western team be the favorite of the finals, do you think?

FATSIS: You know, against the Heat I don't think so. But you cannot deny that the Spurs and Thunder have been fantastic. San Antonio took out the Los Angeles Clippers, who were looking pretty entertaining; Oklahoma City took out the Los Angeles Lakers and Kobe Bryant in five games. San Antonio is winning by an average of almost 14 points per game, Oklahoma City by eight points. The advanced metrics reflect even more dominance by these two teams.

SIEGEL: And there's a great contrast in the Western series now. San Antonio has the seasoned veteran Tim Duncan - it's a fairly old team. And on the other hand, Oklahoma City, a great young team.

FATSIS: Yeah. Let's look at Duncan, though. Thirty-six years old, he's looking great. And the reason is that Gregg Popovich, the coach of the Spurs, has found a way over the last few years to minimize Duncan's minutes on the court but maintain the fact that this offense runs completely through him. This team is on fire. They've won 18 straight games overall, 29 of the last 31 that they've played, and long-term, the San Antonio Spurs over the last 15 years have won at a greater rate than any team in NBA history. And not coincidentally, 15 years ago is when they drafted Tim Duncan.

SIEGEL: And, of course, they have lots of other terrific players besides Duncan. Oklahoma City has two great young players.

FATSIS: They do. Kevin Durant - 15 years younger than Tim Duncan. He's won three straight scoring titles. They've also got guard Russell Westbrook. These two guys, unlike Duncan, seem to need no rest. They played the entire second half of the last two games against the Lakers. Unlike the Spurs who really spread it out - use 10 players - the Thunder go to Durant, Westbrook and the guard James Harden to create their scoring opportunities. This is youth against skill and age. The consensus seems to be on the hot Spurs over the exciting Thunder, but we'll see.

Rothamsted Research, the publicly funded institute conducting the trial, says it won't patent the technology and plans to make it available to farmers at minimum cost. To guard against contaminating conventional wheat in the area, buffers surround the trial zone.

In their letter and video, the scientists emphasise potential environmental benefits, invite protesters to meet them to talk about the science, and emphasise the need for freedom of enquiry. "We do not see how preventing the acquisition of knowledge is a defensible position in an age of reason," argues lead researcher John Pickett.

Yet the roots of opposition are far too complex to be addressed through appeals to scientific evidence alone; such arguments resonate with researchers but do little to engage protesters. Indeed, a short TV exchange between the two sides was largely a stalemate.

For a start, the complaints of the activists exhibit a strong ideology that emphasises the "natural" and the "pure", and that intuitively fears "contamination". This amplifies perceived uncertainty, fears over environmental and health risks, and motivates exaggerated - if not outright false - claims. For example, in its own YouTube video intended to garner support for its protest, Take Back the Flour claims that the wheat contains a cow gene, something the scientists refute. The allusion is a clear effort to connect GM wheat to long-standing fears that food biotech is a "Frankenstein" technology that violates nature.

Yet activists do have legitimate concerns anchored in what they view as the inadequacy of regulation to ensure choice for farmers and consumers and to be responsive to citizens, packaging their arguments in value-laden language emphasising fairness, equity and accountability.

These appeals are not only likely to mobilise those already opposed to GM crops, but also to persuade a substantial proportion of the UK public who remain ambivalent in their views. With activists able to call attention to legitimate flaws in the regulatory and commercialisation process, scientists have few effective communication options available.

Activists argue that government researchers and regulators are working in the interest of biotech companies rather than the public. They cite polls and consultations to argue that many people have strong reservations about GM research. Yet they say that the UK Department for Environment, Food and Rural Affairs consistently approves GM trials.

They also argue that DEFRA has not properly considered the economic risks faced by conventional wheat farmers, who may lose export markets if their crop is contaminated by cross-pollination. Likewise for the risks to organic food producers such as bakers, who may lose customers if they cannot assure them that their bread is GM-free. Activists also correctly allege that the biotech industry and scientists have a record of hyping the potential benefits of such crops.

Take Back the Flour and allies such as GM Freeze bolster their efforts by relying on an international network of social media, YouTube videos and other web-based resources. In doing so, they frame their opposition as part of a global social movement against work on biotech crops.

As well as the UK row, there are signs that opposition to GM agriculture is gaining political traction in the US. Recent bestselling books and the popular documentary Food, Inc. portray it together with obesity, animal welfare and food safety as evidence of a regulatory system beholden to industry rather than the public.

Advocates in California have secured a referendum of voters, to be held in November, that would require the labelling of GM food products sold there. Organic producers have launched a similar campaign to exert pressure on Congress. In sum, the public voice that is loudest and increasingly heard by US elected officials is demanding major regulatory change.

The controversy over GM wheat and the US lobbying underscore the need for scientists to join activists in discussing weaknesses in our regulatory process and commercialisation regimes. Until these are addressed, no amount of smart communication is going to shift the conversation.

Rather than blaming public opposition for limiting scientific enquiry and assuming that communication can fix the problem, scientists should join activists in considering whether the policy arrangements that have long benefited their research are adequate for managing complex questions that transcend environmental and health risks.

In doing so, scientists and food activists are likely to gain a better understanding of each other, and to recognise common ground and points of compromise.
