  • Completely RW system, cache, and rootfs partitions
  • Full ADB Root
  • Removed signature checks on kernel / init scripts / init binary

WASHINGTON ? Movie super spies James Bond and Jason Bourne use them. So do real-life presidential candidate Mitt Romney, who says he pays his taxes, and untold numbers of Americans who don't. Swiss banks and their secretive counterparts around the globe may sound like the exclusive province of the wealthy, the mysterious or the shady, but anybody can legally open an offshore account.

Wouldn't it be swell to have a cool million stashed away on a sunny Caribbean island?

Here's how to do it:

Step 1: Get a million dollars.

How? There are essentially two ways ? legally or illegally. For those with dirty cash to launder ? drug traffickers, mobsters, smugglers, swindlers and such ? offshore accounts hidden from the law are the obvious choice (skip to Step 5).

For honest money, there's more to consider.

Step 2: Decide whether to tell the IRS.

U.S. citizens are supposed to pay taxes no matter where their money is. But the IRS can't tax what it doesn't know about, and the odds of getting caught offshore have been slim. But beware ? that's changing.

The government has landed some big fish ? notably the largest Swiss bank, UBS AG ? and tax cheats are getting scooped up in the net.

In an unprecedented break from Swiss legal tradition, UBS turned over the names of more than 4,000 suspected U.S. tax evaders in 2010 as part of a deal to settle conspiracy charges. Since then, the United States has been going after those people, charging more Swiss bankers with conspiracy, and leaning on Switzerland to name more names.

Other names came from a bank employee-turned-informant at the LGT Bank in Liechtenstein. And the IRS has been tracking down holders of credit cards issued from Caribbean hideaways, because the cards are a popular way to tap secret funds.

"The noose is tightening on those who want to hide money overseas," said J. Richard Harvey, a former senior adviser to the IRS commissioner.

Pressure to report Americans' holdings will increase substantially next year under a new U.S. law that imposes financial penalties on foreign banks and investment funds that don't comply. Some tax haven banks may skirt it completely, however. If they don't make any U.S. investments they can avoid the penalties.

When the IRS offered amnesty in 2009 and 2011, more than 33,000 tax dodgers came in from the cold, yielding $4.4 billion. A new round in the program opened in January.

Step 3: Look for legal ways to pare taxes.

Here it gets complicated.

For corporations, foundations, pension funds and others, controversial offshore maneuvers can help defer or avoid some taxes. For example, a corporation transfers a lucrative chunk of its business to a foreign subsidiary in a low-tax country. Or a nonprofit group puts otherwise taxable investments offshore.

"There's a thin line between tax avoidance and evasion," said Rebecca Wilkins, a senior counsel at Citizens for Tax Justice, which opposes corporate loopholes. "A lot of these transactions might not stand up in court if the IRS had the resources to pursue them."

Private equity and hedge funds flock to the Cayman Islands, which offer tax advantages for fund managers and some of their foreign and nonprofit investors. Setting up shop ? usually nothing more than a mail drop ? in these freewheeling environs also allows them to escape the tighter financial regulations of the U.S. and other nations. Some critics say that contributed to the global financial crisis.

Romney, the multimillionaire front-runner for the Republican presidential nomination, has disclosed numerous offshore investments.

His financial filings included at least six Cayman-based funds, worth between $7 million and $32 million, run by Bain Capital, the private equity powerhouse he once led. More than a dozen other funds based in the Caymans and Bermuda showed up on his 2010 federal tax returns. His campaign says he pays the same taxes he would if they were based in the United States.

Romney also had a UBS bank account in Switzerland, but it was closed in 2010 as he prepared to run for president.

Step 4: Consider other motives.

Some people want to hide wealth from spouses or business partners; doctors worry about malpractice suits; others think creditors or the government might try to seize their assets.

Wealthy residents of oppressive countries may feel safer with their savings elsewhere. Dictators, fearing revolt, often do, too.

Step 5: Choose a country.

Switzerland's famous "numbered accounts" aren't as clandestine as they're portrayed in spy movies but do cater to the rich and ensure only a few bank executives know a client's name. Hong Kong has its own version ? "chop accounts," identified by a symbol. Congressional investigators counted 50 places that can be considered tax havens or financial hideaways.

Tax havens usually boast:

_Little or no income tax;

_Laws that make it a crime for banks to reveal account holders' names;

_A history of failing to cooperate with other nations' tax collectors.

Step 6: Open an account.

Law-abiding customers who can't travel to an offshore bank can usually set up an account by mail with little or no minimum deposit.

For tax evaders and those playing the angles, a network of accountants, lawyers and bankers is ready to set up shell companies and phony trusts to hide behind.

They can get creative. Former UBS banker Bradley Birkenfeld told investigators he helped a billionaire client withdraw his funds in the form of diamonds. Birkenfeld flew to America with the diamonds hidden in his luggage, inside a tube of toothpaste.

The Business Insurance Broker, looking at the company from the outside, may see things that the risk manager has missed, and the broker?s connections with the insurance market, which are likely to be more extensive and more frequent than those of the risk manager, may suggest innovations or lines of enquiry which may result in a better insurance programme for the client.

A large company will probably have overseas operations, and will wish to co-ordinate the insurance arrangements of all its branches and subsidiaries as far as possible.

This means that the broker must be able to provide service, either through his own insurance brokerage or through a network of correspondent brokers, wherever his client may be operating.

The emphasis with larger clients is likely to be on catastrophe risks ? perhaps the threat of fire or explosion to a vast industrial complex, the risks of a major construction contract, or the possibility of a huge award being made in a products liability case. In cases such as this, the broker may have to go to markets beyond the British one in order to find sufficient capacity.

The Commercial Insurance Broker who has large companies and multinationals as his business clients cannot therefore think in purely national terms.

Many large clients these days are interested in forming an insurance subsidiary ? a so-called ?captive? insurance company ? usually in an offshore tax haven. Those who choose to play on a device such as an Xbox will participate in gaming an average of 7.3 hours per week.? Most players tend to go for the fantasy games.? In fact, an overwhelming majority of 92% of players prefer these types of games.? Almost 4% prefer sci-fi or superhero type games while almost 2% like social or puzzle games.? Just under 1% of gamers like combat simulations the best.?

Without the internet, there would be no way for many of these games to exist in the form that they do now with people taking on other identities and fully engaging in a fantasy world to play a game.

Good morning everybody.

First off, I?d like to wish everyone a Happy Denzel Has A New Movie Out Day.

Secondly, why are you still reading this? There is a new Denzel Washington movie that is now in theaters across the Central Texas area!!!

Well, for those of you who have already seen Safe House, treat yourself to some blog. Let?s do this.

The theme for the high school sports department this week was apparently athletic eligibility because Rick and I both tackled the subject.

On Wednesday, I had a story about Tai Gadison, a football player at Lago Vista who signed with the Mary Hardin-Baylor football program after sitting out the 2011 football season due to a contested transfer from Rouse.

In today?s newspaper, you?ll find Rick?s story about De?anna Prince, a Connally wrestler who overcame a late start to her season and is trying to earn a state meet berth.

RANDOM RANT

As anyone who follows me on Twitter (@aaspreps) knows, a few of my tweets on Tuesday night were focused on something at the Bowie/Westlake game that had nothing to do with basketball.

Yea, I posted a few tweets about the Bowie and Westlake student sections. See, I love student sections. I feel that in some cases, a student section can help decide the outcome of a game.

No, some kid with a ?Go Team? sign isn?t going to knock down the game-winning jumper but a good student section like the ones at Bowie, LBJ and Vista Ridge can energize the home team while also rattling the opponent. Ask any player if they?d rather be playing in front of an rambunctious student section or a listless group of fans and my guess if they?ll pick their over-caffeinated classmates.

Not all student sections are great, however, and there are three traps that these students need to be aware of. So what gives me the right to give a lecture on student sections? Well, I did earn Billings Senior High?s ?Most School Spirit? award in 2003. And that may or may not be the most impressive thing on my resume?

Don?t swear: The one thing that I can not stand is when student sections chant swear words.

First off, it?s unoriginal. Second off, there are usually small children at these basketball games. Third off, I used to think that swear words were funny when I was 10. Then I grew up.

The dictionary is a big book so I would suggest using something other than a four-letter word when trying to figure out how to humiliate the opposing student section.

Football season ended in December: OK, I lied. There is one thing that I can?t stand more than swear words: chants that are related to the football season.

You?ve all been there. Team A has a big lead over Team B toward the end of a basketball game so Team A?s students start chanting ?Just like Football? to remind the opposing school about Team A?s victory over Team B during the football season. Or when Team A is losing big to Team B toward the end of the game, Team A?s fans start chanting the score of Team A?s victory over Team B during the football season because that apparently makes the sting of losing this basketball game much more bearable.

But guess what? It?s not football season anymore and in a lot of cases, the players on the court have no relationship with the football program so their successes and failures are unrelated.

The football chants are unoriginal and cliche. Now if the Westlake fans wanted to start a ?Just Like Girls Golf? chant, that could actually be somewhat funny.

Know The Situation: Here are two stories to share about when keeping it real goes wrong. And one of these stories involved a very good student section.

During the football season, LBJ and Cedar Park exited halftime of their bi-district playoff game with a 13-13 tie on the scoreboard and the LBJ students - who have been impressive throughout the school year - had a lapse in judgment and showered the Cedar Park football team with the ?Overrated? chant. Cedar Park then went on to win 55-26.

On Tuesday night, a fine fellow over at Westlake decided to tell Bowie guard Paul Baxter how awful his basketball skills were (the kid didn?t use the word ?awful?). The only problem was that at the point that these jeers were being hurled onto the court, Baxter had scored 17 points by himself and Westlake was just approaching the 20-point mark.

The point is that you need to be aware of the situation that you?re in. If you are going to yell the ?Overrated? chant, be sure that your team has already secured the victory. If you are going to tell a player how much he stinks, be sure that he isn?t nearly outscoring your entire team.

So how do you put together a good cheer? Well, how do you put together a good report for your history class? Research. Do research. There is a ton of information out there about everyone so get on the Facebook, read through newspapers clippings and print out rosters. Just keep it classy.

I unfortunately haven?t been able to see the Noyz Boyz from Vista Ridge this season but in writing these last few paragraphs, I was reminded of a video that I shot last season. Kids, take note because this is how we do it:

NOTABLE NUMBERS

My three siblings and I all grew up on the streets? of Sesame. And since the Count was a member of my childhood crew, I kind of think that numbers are fun. So every Tuesday (or, in this case, Thursday), I?ll be posting some random numbers on the Varsity News blog. Count along.

Today, we?ll be looking at the Lady Panthers from Panthers, who will take their unblemished 37-0 record into the Class 5A playoffs. The Lady Panthers will host Akins in a bi-district playoff game on Monday.

  • 2: Pflugerville is one of two undefeated girls basketball programs in the Central Texas area. The Austin Royals, a team comprised of area home-schooled students, is currently 30-0.
  • 9: Among UIL schools, Pflugerville has one of the state?s nine undefeated girls basketball teams. The Lady Panthers are the only undefeated Class 5A program.
  • 13.8: Senior forward Itiana Taylor, a North Texas signee, is averaging 13.8 points and 10.9 rebounds per game this season. Taylor was the only returning starter this season for a team that graduated nine seniors and lost district newcomer of the year Taliyah Brooks to a move.
  • 8: Pflugerville, which is allowing 37.1 points per game, has eight players on its roster who are averaging more than one steal per game. Taylor and junior point guard Taylor Ross are respectively averaging 3.6 and 3.4 steals per game.
  • 27.8: Pflugerville has an average margin of victory of 27.8 points. Only five of Pflugerville?s game have been decided by less than 10 points and four of those games were played between Dec. 27-29 at a basketball tournament in Mansfield.

THE LIST

Since the playoffs for the 2011-12 girls basketball season will start next week, let?s celebrate with five fearless predictions. We did five fearless predictions at this time last year and I?m going to say that I got 1.5 of those five predictions correct? so that steroid-free .300 batting average should get me into Cooperstown, right?

And here are this season?s fearless predictions?

  • Crockett and McCallum will grab District 26-4A?s final two playoff spots.
  • Pflugerville will win the Class 5A state championship. The Lady Panthers have the athleticism and depth on the perimeter to match up with Irving MacArthur superstar Alexis Jones and Itiana Taylor will wrap up her argument for All-Central Texas Player of the Year honors with an all-tournament performance at the Erwin Center.
  • How many Central Texas teams are going to make it to the Erwin Center? Let?s go with Pflugerville, Vista Ridge and Liberty Hill.
  • LBJ?s Alexis Hyder will average over 20 points per game in the playoffs. LBJ, however, will be ousted in the regional quarterfinals by a San Antonio Brennan team that is currently undefeated.
  • Anderson will win its first-ever Class 5A playoff game.

  • Two-time All-Central Texas honoree Adesuwa Ebomwonyi (Pflugerville Class of 2011) has started in 16 of Tulane?s 23 games this season. Ebomwonyi, whose older brother Osas (Pflugerville Class of 2009) has played in 24 games this season as a redshirt sophomore at Lamar University, had a team-high 17 points in Thursday?s 71-51 win over Houston and she is averaging six points per game for the Green Wave (18-5).
  • Freshman post Angela Beadle (Crockett Class of 2011) has started in 20 games in her first season at Sam Houston State. Beadle is averaging 7.5 points and 7.3 rebounds per game for the Bearkats (12-9).
  • Thomas Orr (Hutto Class of 2009) is averaging 8.0 points per game this season at Mary Hardin-Baylor. Unlike teammates Brian Todd (Pflugerville Class of 2009) and Sterling Phillips (Austin High Class of 2008), Orr, a six-foot-five-inch junior guard who previously played at Panola College and State Fair Community College, has yet to earn a start this season but he has still appeared in all 22 games for the 21-1 Crusaders.
  • Trinity University junior forward Heath Hopson (Lampasas Class of 2009) has played in 13 games this season and he is averaging 11.2 points per outing. Hopson missed the first eight games of the season but he was the Tigers? leading scorer and rebounder in his third game back, a 57-55 overtime loss to George Fox on Dec. 20.

Scientists are reporting development of a new form of buckypaper, which eliminates a major drawback of these sheets of carbon nanotubes 50,000 times thinner than a human hair, 10 times lighter than steel, but up to 250 times stronger with potential uses ranging from body armor to next-generation batteries. Their report appears in the journal ACS Nano.

In the study, Christopher Y. Li, Ph.D., and colleagues explain that there are several ways of making buckypaper, named for Buckminsterfullerene, or carbon 60, which was the basis for the 1996 Nobel Prize in Chemistry and helped spawn the emerging field of nanotechnology. In addition to being extremely strong, buckypaper conducts heat and electricity better than most known materials. Made from the same element as diamonds, the space-age material is formed by depositing a very thin layer of entangled carbon nanotubes to create a fiber mat akin to office paper. Li and colleagues note that no existing post-processing method allows researchers to increase the size of the tiny holes, or pores, between the carbon nanotubes after they form the buckypaper. Li's group looked for a way to do that and to introduce other substances to buckypapers that could make them more useful in electronics or as sensors.

To control pore size, the team grew single crystals of polymers around the nanotubes. The group describes it as a "shish kebab" structure, where the nanotubes are the skewers and the flat crystals serve as kebabs. After the researchers formed the buckypaper, these crystals held the nanotubes apart. Li demonstrated that the crystals allow researchers to control the pores' sizes and change the buckypapers' conductivities, surface roughness and abilities to shed water.

Positive parenting during early childhood may prevent obesity ...

ScienceDaily (Feb. 6, 2012) ? Programs that support parents during their child?s early years hold promise for obesity prevention, according to a new study in the online February 6 issue of Pediatrics.

Today, one out of five American children is obese. Young children who are overweight are five times more likely than their peers of normal weight to be obese by adolescence. Obese children and adolescents, especially low-income and minority youth, are at increased risk for a range of medical, social and academic problems.

The new study led by Laurie Miller Brotman, PhD, professor of Child and Adolescent Psychiatry and Director of the Center for Early Childhood Health and Development at the NYU Child Study Center investigated whether early family intervention that was effective for parents of children with behavior problems, resulted in lower rates of obesity. This innovative study took advantage of two long-term follow up studies of high-risk children who had participated in evaluations of either ParentCorps or another effective parenting intervention, the ?Incredible Years,? during early childhood. The study involved 186 children from low-income, minority families at high risk for obesity who were randomly assigned to family intervention or a control group when the children were approximately four years old. Behavioral family intervention in early childhood included a series of weekly 2-hour parent and child groups over a 6-month period. The interventions did not address nutrition, activity, or weight.

?Children who enter school with behavior problems are at very high risk for academic underachievement and school dropout, antisocial behavior, delinquency, obesity and other health problems. ParentCorps engages parents of high-risk children, reduces harsh and ineffective parenting and prevents early behavior problems from escalating into more serious and intractable problems,? said Dr. Brotman.

For more than a decade, Dr. Brotman and her colleagues have developed and evaluated programs for parents and young children living in urban poverty. ParentCorps, a culturally-informed family program for young children, helps parents to be more responsive and nurturing as well as more effective in their approach to discipline. ParentCorps graduates are more attentive and attuned to their children, spend more time playing and reading with their children and praise positive behaviors such as sharing with peers. After participating in ParentCorps groups, parents replace physical punishment with more effective strategies such as time out. ParentCorps has benefits for ethnically and socioeconomically diverse families, and is especially helpful for parents of children with behavior problems.

In both follow-up studies, children who were assigned to the intervention and children in the control condition were evaluated from three to five years later. The evaluation of children as they approached adolescence included examination of body mass index, sedentary activity and physical activity. In one of the studies, blood pressure and nutritional intake were also measured.

Children who received family intervention during early childhood had significantly lower rates of obesity compared to children in the control group. In the larger study, without intervention, more than half of the children with early behavior problems were obese by second grade. In contrast, among children with behavior problems who received ParentCorps in early childhood, only 24% were obese. Similarly positive effects were found across the two studies on sedentary behavior and physical activity. The one study that examined blood pressure and diet showed lower rates of blood pressure and relatively lower consumption of carbohydrates in adolescents who received early childhood intervention.

ParentCorps and other programs that promote effective parenting and prevent behavior problems at a young age may contribute to a reduction of obesity among low-income, minority youth.

This study of health outcomes was supported by the J. Ira and Nicki Harris Family Foundation. The original randomized controlled trials were supported by grants from the National Institute of Mental Health and the Institute for Education Sciences to Dr. Brotman.

Taiwanese-Japanese star implicated in beating (AP)

TAIPEI, Taiwan ? Prosecutors say Taiwanese-Japanese starlet Makiyo has been barred from leaving Taiwan pending an investigation into her alleged involvement in the beating of a taxi driver in Taipei.

The Taipei Prosecutors Office said Tuesday the 27-year-old singer is accused of kicking a taxi door after her companion, who allegedly was drunk, dragged the driver out and beat him.

Makiyo has apologized and pledged to stop drinking after the Thursday night incident.

Prosecutors say Takateru Tomoyori of Japan was released on bail pending formal charges, possibly attempted homicide.

The driver suffered brain bleeding and two broken ribs.

News reports said the taxi driver asked Tomoyori and Makiyo to get out after they refused to wear seat belts.

New style turbine to harvest wind energy

A new way of generating wind energy which could see smaller, more efficient turbines on the landscape is being developed by a Derbyshire inventor with support from Nottingham Trent University.

Future Factory, the university's sustainable design project, is helping Heath Evdemon, founder of Wind Power Innovations Ltd, to progress the first technology demonstrator of the Wind Harvester - a small system capable of generating power from a range of wind speeds. With blades of initially just one metre, the Wind Harvester has potential for both commercial and domestic use.

Traditional wind turbines typically have three blades which rotate around a horizontal hub at the top of a steel tower. Most generate maximum output at an approximate wind speed of 30mph and shut down to prevent storm damage at 50mph or above, causing reduced efficiency of some turbines.

The new Wind Harvester is based on a reciprocating motion that uses horizontal aerofoils similar to those used on aeroplanes. It is virtually noise-free and can generate electricity at a low speed, which may result in less opposition to new installations. It will also be operational at higher wind speeds than current wind turbines.

It can be made in any size up to approximately 15 metres across and only needs to be approximately half a metre off the ground in prominent positions such as on hills and hillsides; rock outcrops; and on domestic, farm and industrial buildings and structures.

All sizes can be broken down into handleable pieces so installation will not require the use of heavy machinery, which is particularly relevant to environmentally sensitive areas.

In order to take the Wind Harvester from its current prototype stage to a fully working model, Future Factory has funded a specialist research assistant to help Wind Power Innovations with design and development of the frame, rotating base, swinging arms, aerofoils, the generator and the outer housing of the system.

The company will also receive support from Dr Amin Al-Habaibeh, reader in advanced design and manufacturing technologies at the university's School of Architecture, Design and the Built Environment.

Along with funding from Future Factory, the company has also received Pounds 28,000 from the Peak District National Park's Sustainable Development Fund and Pounds 3,000 from the Live and Work Rural programme. A large scale demonstrator is expected to be installed in the national park once it has been completed by the team.

Dr Amin Al-Habaibeh said: "Nottingham Trent University is a leading university in sustainability and renewable energy. This project is an opportunity to develop the technology further for commercialisation so that the Wind Harvester can be used in locations where it is difficult to install current wind turbine farms."

Heath Evdemon said: "I first had the idea for the Wind Harvester six years ago but I put it on the back burner at that time. It wasn't until I met the Future Factory team that I knew it could become a reality and their enthusiasm and support has been invaluable.

"We're looking for potential sites within the Peak District National Park at the moment and then we'll turn our attention to industry, but it's a product which could one day be rolled out to farms working towards becoming carbon neutral and homeowners looking for a cheap and sustainable source of power."

Feds probe Beth Israel's billing practices

BOSTON -- Officials at Beth Israel Deaconess Medical Center have confirmed that federal investigators have subpoenaed six years of hospital records as part of an investigation into whether the hospital overbilled Medicare by admitting patients for short stays who could have been treated less expensively as outpatients.

Beth Israel Deaconess disclosed in financial statements over the past several months that it received a subpoena from the office of the inspector general of the U.S. Department of Health and Human Services and the U.S. Department of Justice in 2010.

The filings say the outcome of the investigation could affect revenue.

A spokeswoman for the Boston teaching hospital tells The Boston Globe that if any problems are found, they will be addressed.

Federal officials did not comment.
